Yes, from 2025 on, if you are visiting Norway without a visa (and are not a citizen of the Schengen area), you will need ETIAS to visit Norway, including US and UK citizens.
For context, some countries have visa-waiver agreements with the Schengen area. This agreement allows citizens from those countries to visit the Schengen area without a visa (for short stays). Countries include the US, Canada, UK, Australia, and others.
Instead of getting a visa to visit Norway, citizens of these countries will need to obtain ETIAS authorization instead. ETIAS isn’t a visa, but a pre-travel authorization that permits travelers to enter a country in the Schengen zone (which Norway is a part of).
Citizens of visa-exempt countries are allowed to stay in the Schengen area for up to 90 days with ETIAS authorization. On the other hand, if you’re planning to stay in Norway (or the Schengen zone in general) for more than 90 days, you’ll need to apply for a visa instead of ETIAS.
